Abstract

This DIN SPEC in accordance with the PAS procedure has been drawn up by a DIN-SPEC-consortium set up on a temporary basis. This DIN SPEC has been developed and approved by the authors named in the foreword. This document specifies the requirements for impact measurement of measures for municipal, regional and national climate protection by means of a standardized outcome logic. It allows decisions relating to climate policy and investments to be made on an equivalent, comparable basis and for them to be made measurable and controllable with the aid of indicators. The document is primarily aimed at the public sector (municipal communities, regions/federal states and national governments) as well as at stakeholders who consult the public sector on the planning, implementation, monitoring and financing of climate change mitigation concepts. This document does not address the following topics: — company-specific software; — interfaces/API to software, portals, reporting standards; — sustainability data and sustainability models in the wider sense (e.g. general SDG indicators); — measurements of the outcome of interventions that relate exclusively to climate change adaptation and therefore do not contribute to GHG reduction effects.
